Interview with the author: Feray Salman
What is the main positive point in the current situation of freedom of association in Turkey?In comparison with the situation before 2004, the main positive development is the development of civilian services to deal with associations. Previously, associations were audited, controlled and registered to the services of the Directorate General for Security. A new Directorate under the mandate of the Ministry of Interior was established to deal with associations.
The main negative point?
The perception of the public administration about associations who are dealing with sensitive issues in Turkey is still negative. Specifically human rights organizations are regarded as dangerous entities.
What are the main obstacles to the normal use of the freedom of association in Turkey?
There are many obstacles at equal level. The political turbulences, intervention of State organs into civilian life, lack of dialogue between civil society and the public administration, the existing armed conflict, severe restrictions before the exercise of freedom of expression can be regarded as main obstacles. Above all the lack of participatory and multi-cultural approach and understanding are the overall obstacles. We should also add that most of associations are established and run on the voluntary basis. People engaged in associations devotes their all resources to keep the organisation sustain. Funds are limited.
What is your personal opinion about the future of freedom of association in Turkey?
I keep my hopes for future. Mainly because, with all difficulties experienced by associations, there are pioneers like human rights organisations, women organisations, children organisations and LGBTT organisations putting all their efforts to widen the space for the freedom of association by all other vulnerable groups.
