The Integration of Women’s Rights into the Euro-Mediterranean Partnership “By invoking cultural and religious constraints, policy-makers from the North and South Mediterranean countries are providing excuses for not addressing gender inequality” The Euro-Mediterranean Human Rights Network today launches its first comprehensive report on women’s rights within the Barcelona process The report provides a context for understanding the dynamics that hinder and promote women’s rights in the region. It highlights how the EU and Partner States can better address women’s rights in the framework of the EMP and it stresses the need for fighting all forms of discrimination against women. The report argues for improving women’s conditions within a human rights and democratisation framework lifting of reservations to the CEDAW, as well as ceasing to treat women’s rights as primarily an issue of religious norms and cultural traditions. Gender mainstreaming should be integrated into all EU and EMP policies and programmes, while at the same time affirmative action and specific programmes targeted at women should be put in place The Integration of Women’s Rights into the Euro-Mediterranean Partnership reviews the situation in nine partner countries. Part One documents the laws and practices that form the basis for violations of women’s rights. Part Two highlights the work of women’s rights movements and describes the challenges they face. Part Three evaluates the integration of women’s rights and gender issues into the Euro-Mediterranean Partnership. The report is published by the Euro-Mediterranean Human Rights Network (EMHRN) – a network of human rights organisations based in more than twenty countries in the Euro-Mediterranean region. The EMHRN was established in 1997 with the main objective to support, protect and promote human rights within the framework of the Barcelona Process.
